J.D. Nolin 

Managing Partner

J.D. Nolin is a distinguished retired law enforcement leader with over 33 years of unparalleled service in criminal justice. His career culminated as a Major with the Bay County Sheriff's Office in Panama City, Florida—an esteemed rank attained through a legacy of excellence, strategic leadership, and unwavering dedication to protecting his community and upholding justice on the highest level.

Throughout his career, J.D. demonstrated exceptional expertise in investigating complex and high-profile cases, including homicides, robberies, sexual assaults, burglaries, embezzlement, domestic violence, drug trafficking, and civil litigation. His extensive experience spans nearly every position and leadership role within his department, establishing him as a cornerstone of criminal investigation and law enforcement innovation. He was a senior trainer in Confessions and Criminal Investigations, shaping the next generation of investigators with his profound knowledge and leadership.

Certified in CVSA (Lie Detection Exams), J.D. extends his investigative expertise to the public, providing critical lie detection services for complex legal and civil cases. Beyond his law enforcement endeavors, he commands a highly influential non-profit organization with a vast network of thousands of current and retired law enforcement professionals across all 50 states and multiple countries. This organization stands as a global conduit for professional excellence, strategic collaboration, and law enforcement advocacy.

 Jacob Nolin
Operating Partner

Jacob Nolin serves as the Operating Partner of Nolin, Nolin & Associates, where he oversees the daily operations and strategic direction of the agency. His leadership ensures that the firm consistently upholds its reputation for investigative excellence, integrity, and client satisfaction.

A highly seasoned and esteemed investigator, Jacob brings decades of comprehensive law enforcement and investigative expertise from Panama City, Florida. His distinguished career as a retired law enforcement officer exemplifies unwavering dedication to justice, professionalism, and leading complex investigations with precision and authority.

Prior to his law enforcement career, Jacob achieved remarkable success as a corporate investigator, specializing in forensic accounting, business audits, and fraud examinations. His exceptional ability to detect financial crimes and internal thefts garnered statewide recognition, setting industry standards and leading to the resolution of numerous high-profile cases.

Jacob’s academic credentials are equally impressive, including a Bachelor’s Degree in Finance from the University of Southern Columbia, an Associate of Science in Business from Columbia Southern University, and an Associate of Arts in Criminal Justice from Gulf Coast State College. Additionally, he has served as a Federal Government Investigator and maintains active Law Enforcement Standards with the Florida Department of Law Enforcement, exemplifying his unwavering commitment to excellence, discipline, and integrity.

His expertise is further reinforced by extensive specialized training in Critical Areas such as Surveillance Techniques, Undercover Operations, Interviews and Interrogations, Domestic Violence, Hate Crimes, Counter-Terrorism, Missing Persons, Child Abduction, and Active Shooter Response. These advanced certifications position him among the most highly trained investigators in the region and critically enhance our agency’s strategic operations.

As a cornerstone of our leadership team, Jacob leverages his mastery of complex investigative techniques, strategic vision, and proven record of leading high-stakes investigations to steer the agency toward continued success. His leadership not only drives operational excellence but also ensures we deliver unparalleled investigative services that achieve impactful results across multiple jurisdictions.

 Jerry West 

Jerry West is a highly experienced retired law enforcement professional from Pensacola, Florida, whose career spans decades of dedicated service in criminal investigations. He began his law enforcement journey as an Undercover Investigator in the Special Investigation Division of Escambia County, where he gained invaluable field experience tackling complex cases.

After retiring from active law enforcement, Jerry enhanced his expertise through specialized training courses led by FBI instructors, earning certifications in Specialized Surveillance and Organized Crime Investigations. These advanced skills have made him a vital asset to the Nolin & Nolin team.

At Nolin & Nolin, Jerry serves as the agency’s Surveillance Trainer and leads multi-state investigations, leveraging his extensive background to coordinate and execute complex operations across state lines. His leadership has proven instrumental in resolving numerous organized crime cases with widespread geographic scope.

In addition to his investigative work, Jerry is a Certified Master Diver and conducts all marine investigations and underwater operations for the agency. His expertise in underwater recovery and marine crime scene analysis is a critical component of our comprehensive investigative services.

Jerry’s outstanding professionalism and dedication have earned him multiple accolades, including recognition as the Surveillance Investigator of the Year in 2021 and 2022, awarded by leading retailers such as Publix, CVS, Walmart, and Walgreens. His efforts have directly contributed to the resolution of high-profile cases that have had significant financial impacts.

Notably, Jerry has been credited with closing numerous multi-state cases in collaboration with Homeland Security and hundreds of local law enforcement agencies. The recovery and prosecution efforts in these cases in 2022 are estimated to have exceeded $10 million in assets seized and criminal proceeds secured, underscoring the tangible impact of his work.

Joseph Perrigan

Joseph Perrigan is a key leader at Nolin, Nolin & Associates, serving as the Advanced Lead Analyst at our Panama City, Florida office since 2018. Recognized for his specialized expertise in the forensic analysis of digital data related to missing persons cases, Joseph plays a critical role in advancing the agency’s mission to resolve complex cases with precision and accuracy. He is a certified Digital Forensics Examiner (CDFE), a designation that underscores his mastery of cutting-edge forensic techniques, and he holds a Statewide Private Investigation License, reflecting his compliance with top industry standards.

Joseph’s extensive background in management, evidence collection, and forensic processing equips him to oversee the day-to-day operations of our secure, Level 3 certified office facility. His leadership ensures that all investigations are conducted with the utmost integrity, confidentiality, and adherence to legal protocols, safeguarding both client interests and case success.

Beyond his core investigative responsibilities, Joe has significantly expanded the agency’s operational capabilities through strategic partnerships. Notably, he partnered with IdentoGO to offer onsite fingerprinting and background screening services directly for the Department of Children and Families—an essential service that enhances safety and security for vulnerable populations across the state. Additionally, he maintains a Notary Certification and offers vital services such as FBI background checks to the public, further establishing Nolin, Nolin & Associates as a comprehensive provider of investigative and security solutions.

 Jessica Kennedy

Jessica Kennedy stepped into her role as Lead Investigator for Surveillance Operations at our Amelia Island and Jacksonville offices in 2023. In this capacity, she leads a highly trained team of investigators who specialize in Undercover Operations, Infidelity Investigations, and Child Custody Cases. Jessica’s leadership ensures that each case is approached with precision, professionalism, and a commitment to excellence.

Jessica holds multiple certifications, including Advanced Training in Domestic Surveillance, Intrusion Operations, and Undercover Engagements, which empower her to engage with targets discreetly and effectively. Her extensive experience allows her to operate seamlessly in complex environments such as restaurants, bars, and other social venues—gathering intelligence that is often pivotal to the success of a case.

Over the years, Jessica has cultivated a vast network of Confidential Informants within the hospitality and entertainment industries, enabling her to access valuable inside information that may be difficult to obtain through traditional means. Her ability to build trust and maintain confidentiality has been instrumental in her success.

Clients consistently commend Jessica for her meticulous attention to detail, exceptional report writing skills, and thorough evidence collection. Her dedication to providing comprehensive, accurate reports has earned her numerous accolades within the agency, and she is recognized as a leader in surveillance operations.

  Jasmine Allen 

Since joining our agency in 2021, Jasmine Allen has established herself as a top-tier Family Evaluator, serving our Panama City, Destin, and Pensacola offices. Specializing in child custody cases, Jasmine delivers comprehensive, meticulously detailed assessment reports on critical risk factors, providing invaluable support for court proceedings. Her expert testimony consistently strengthens her clients’ cases and influences positive outcomes. 

Jasmine holds a Master’s Degree in Social Work with a minor in Psychology from Florida State University. Her distinguished career includes leadership roles such as Program Director for the Juvenile Alternatives Program at Village Behavior Health Inc., Lead Social Worker and Component Director for Healthy Start Families at the Life Management Center of NW Florida, and positions at Flowers Hospital, Alfred Saliba Family Service Center, Early Learning Coalition of NW Florida, Children’s Home Society of Florida, and the Gulf Coast Children’s Advocacy Center.

Beyond her profound clinical expertise, Jasmine has demonstrated exceptional leadership when she served as Director of the Florida JCI Senate, President of the Bay County Domestic Violence Task Force, Chair of Emerald Coast Infant Mental Health, President of Junior Chamber International Florida Region, and as National Vice President of Junior Chamber International USA.  

Her unwavering dedication to family welfare, combined with her proven leadership, strategic vision, and community commitment, makes Jasmine an invaluable asset to our agency and the broader community. Her impact continues to set a standard of excellence in family advocacy and community service.
